SUBJECT:

NRC BULLETIN N0. 87-02, SUPPLEMENT 1:

FASTENER TESTING TO DETERMINE CONFORMANCE WITH APPLICABLE MATERIAL SPECIFICATIONS (MPANo.B.102)

The NRC issued Bulletin 87 02, Supplement 1 on April 22, 1988 to all holders of operating licenses or construction permits. This supplemental bulletin requires holders to provide the NRC with additional information regarding the identity of all vendors from which safety-related and non-safety.related fasteners have been procured in the post 10 years. The NRC should receive this information within 90 days.

Analyzing the informaticn received from this supplemental bulletin will be coordinated with other inilitary and government agencies via the Office of Investigation (01). One goal of these efforts is to generate a cross-reference list of end-users with suspected suppliers of non-conforming fasteners.

William Hutchinson (x20371) is the principal 01 contact.

A copy of Bulletin 87 02, Supplement 1 is attached. The lead project manager is Thierry Ross (x23016). Technical review contacts are Jim Conway (x20978) and Ed Baker (x23221).

Plant specific TAC numbers were not taken out for this supplemental bulletin.

Project Manager (PM) involvement will be minimal; primarily limited to checking that their licensee responds appropriately. O! and applicable NRR staff should be on automatic distribution for all licensee responses.

Imposition completion dates for SIMS reports will be provided to all PMs at some later date by the lead PM.

j Item 5 of MRC Compliance Bulletin 87-02 requested that all holders of operating licenses or construction permits for nuclear power reactors submit information.

After further consider-l ation, the NRC has determined that it needs informat' on renarding the identity of all vendors from which safety-related and non-safety-re' ated fasteners have been obtained within the past 10 years, a reasonable period which will not put undue burden on addressees. This information will assist the NRC in detersin-ing whether nuclear facility fasteners in use have been supplied in accordance j

with their intended use. In addition. this information is needed so that the

NRC can properly coordinate infonnation with other government agencies con-l l

corned with problems identified in the quality of fasteners.

Action Required:

Within 90 days from the receipt of this supplemental bulletin, addressees shall provide the following information concerning the procurement of fasteners within the past 10 years:

A list of the suppliers and manufacturers from which safety-related fasteners have been p(urchased, including addresses, and the type of fasteners purchased i.e., the material specifications). For those fastener purchases made from fastener suppliers and/or original equipment manufacturers, any available information concerning the manufacturer or i

sub-tier supplier of the fastener also should be provided.

For non-safety-related fasteners the same information as requested in item 1.

The written reports requested above shall be addressed to the U.S. Nuclear Regulatory Comission. ATTN: Document Control Gask. Washington, DC 20555, under oath or affirmation under the provisions of Section 182a, Atomic Energy Act of 1954, as amended.

In addition, a copy shall be submitted to the appro-priate Regional Administrator.

This requirement for information was approved by the Office of Management and Budget under a blanket clearance number 3150-0011. Coments on burden and duplication may be directed to the Office of Management and Budget. Reports Management Room 3208, New Executive Office Building Washington, D.C.
