Gentlemen:

Thank you for your letter dated February 21, 1986, in response to our letter

dated December 24, 1985. As a result of our review, we find we are in need of

additional information with respect to Item B in the Notice of Violation (N0V)

and Item A in the Notice of Deviation (N0D). Specifically, your response to

Item A in the NOV (1) failed to provide the additional information requested

in our letter of December 24, 1985, regarding Unit 1 operations-procedural

controls for potentially deleterious materials, and (2) did not address the

cause of the procedural weaknesses related to the control of deleterious

materials.

With respect to Item A in the N00, please clarify what actions were taken to

assure similar misunderstandings of requirements did not occur in other action

plans.

We have no further questions regarding Item A in the NOV; however, we are

concerned that complete information was not provided to our NRC inspectors at

the time of the inspection. With regard to Items C, D, and E, it is our under-

standing that you will be performing surveillance on a continuing basis.

Please

inform us if our understanding is incorrect.

Please provide the supplemental information within 20 days of the date of this

letter.
