This lett(r was issued because of the rotential sericus consequence of loss of shutdown cooling concurrent with significant core decay tcat.
Further, it is cur Lelief that the irdustry as a whole has not aggressivtly responded to resolve the concern follcwirg its identification in our earlier Gercric Letter 87-12.
In particular, the industry's response to the Generic Letter 87-12 was deficient in the areas of (1) preventier. of accident initiation, (2) uitiga-tion of accidents before they potentially progress to core darage, and (3) control of radioactive ctaterial if a core danage accident shculd occur.

We have 'ust issued Geneiic Letter 88-17 which addresses loss of decay heat renovalf0PR)duringnonp1weroperation.
l This letter was issued because of the potential serious consequence of loss of I
shutdown cooling concuirent with significant core decay heat.
Further, it is our belief that the indust *y as a whole has not aggressively responded to resolve the concern follow',ng its identification in our earlier Generic Letter 87-12.
In particular, the industry's response to the Generic Letter 87-10 was deficient in the areas of (1) prevention of accident initiation (2) mitiga-tion of accidents before they potentially progress to core damage, and (3) control of radioactive catcrial if a core damage accident should occur.
Generic Letter 88-17 prescribes expeditious actions which shculd imediately case the concern; and paral'el, but longer tern, pregrarried enhancencnts which effectively address the root cause of the problems and permit greater flexi-i bility in operation.
