Thank you for your letter of May 14, 1986, which included a copy of Union Electric Company's scope and objectives for the Callaway Plant emergency preparedness exercise scheduled for July 30, 1986. We have reviewed the scope and objectives outlined in your letter and noted that objectives regarding access control and interface with State and local authorities were not explicitly stated. However, in a telephone discussion with your staff on May 23, 1986, Mr. Richard Grundstrom agreed that the above two objectives will be a part of your exercise and they are already covered implicitly by some of the procedures which are referenced.
Accordingly, the scope and objectives are acceptable.
