Dear Congressman Glickma'n:
Your June 6, 1986 letter regarding the Wolf Creek Generating Station asks that the Commission assign a high priority to the commencement of the new investigation of the WCGS Quality First Program, assign sufficient resources to the Office of Investigations (01), and advise you of the anticipated commencement and completion dates.
The Director. 01, has informed us that field work will commence during the week of June 23, 1986 and that adequate resources are available to complete the investigations in a timely manner.
It is not possible at this juncture to forecast a completion date as this would be dependent upon the information generated during the initial phases of the investigation.
You also requested a listing of backlogged cases.
At present, there is only one case pending, the case discussed above, which was opened on February 24, 1986.
Enclosed for your information is a historical listing of all O! WCSG investigations since 1982.
This list should provide some insight as to the time and investigative resources that have been focused on WCGS.
Commissioner Asselstine adds:
OI has a very large caseload which often results in a backlog and delays in investigating some cases while cases with higher priority are completed first For several years now, I have advocated that the Comniscion provide additional resources to 01.
So far, a majority of the Commission has not agreed to provide the level of resources necessary'for OI to reduce the backlog and to complete all its investigations in a timely manner.
Chairman Palladino notes that the FY 1986 staffing level for 01 was increased by the Commission from 38 FTE to 44 FTE, providing a 6 FTE increase in investigative staff.
