TECHNICAL ASSISTANCE REQUEST: DEVELOPMENT OF THE SAFEGUARDS STANDARD REVIEW PLAN CHAPTER FOR THE MIXED-OXIDE FUEL FABRICATION FACILITY The Epocial Projects Branch requests technical assistance for the following project:
Project: Technical assistance in development of the safeguards chapter of a standard review plan (SRP) for the mixed-oxide (MOX) fuel fabrication facility. The safeguards chapter is comprised of a section on material control and accounting (MC&A) and a section on physical protection.
RITS/ TAC Nos.: 211A0 L21137 PU Disposition-General We are in the process of establishing new RITS and TAC numbers for this activity and will notify you when they become active. In the meantime, the above numbers should be
- referenced on the RITS Report for recording staff time expended on this effort.
Reauested Action: The Enrichment Section of the Special Projects Branch is responsible for developing an SRP for the MOX facility. In the safeguards chapter, Ms. Rocio Castaneira has primary responsibility for developing the physical protection section and Ms. Yen-Ju Chen has the primary responsibility of developing the MC&A section. Where appropriate, my staff will be developing these sections from existing NRC guidance. For. example, Regulatory Guide 5.52, 4
" Standard Format and Content of a Licensee Physical Protection Plan for SSNM at Fixed Sites,"
will aid in the development of the physical protection section.

Provide insight and limited written input on physical protection at Category I fuel fabrication facilities.
Provide peer review comments on the first draft of the physical protection section of the safeguards chapter.
