SUBJECT:
TECHNICAL ASSISTANCE REQUEST: DEVELOPMENT OF A STANDARD REVIEW PLAN FOR THE MIXED OXIDE FUEL FABRICATION FACILITY The Special Projects Branch requests technical assistance for the following project:
l Project: Technical assistance in development of the standard review plan (SRP) for a mixed-oxide (MOX) fuel fabrication facility. Specifically, assistance is requested in the areas of integrated safety analysis (lSA), radiation safety, chemical safety, emergency management, fire protection, and decommissioning / deactivation.
RITS/ TAC Nos.: 211 A0 L21137 PU Disposition-General We are in the process of establishing new RITS and TAC numbers for this activity and will

notify you when they become active. In the meantime, the above numbers should be referenced on the RITS Report for recording staff time expended on this effort.
Reauested Action: The Enrichment Section of the Special Projects Branch is responsible for developing an SRP for the MOX facility. To improve the quality of the SRP, I am requesting that your staff provide assistance via peer review comments in the following subject areas:
Ms. Heather Astwood Environmental Protection Ms. Julie Olivier Environmental Protection Mr. Donald Stout Chemical Safety Mr. Paul Lain Fire Protection Mr. Michael Lamastra Emergency Management Mr. Edward Shum Decommissioning / Deactivation Each subject area corresponds to one chapter of the MOX SRP. A draft chapter in the appropriate subject area would be provided to each reviewer.

Mr. Edward Shum Radiation Safety i

Mr. Damon is currently revising the ISA chapter for NUREG-1520, " Standard Review Plan for the Review of a License Application for a Fuel Cycle Facility," which we plan to incorporate into the MOX SRP. Mr. Damon would also provide guidance to my staff in the preparation of a MOX specific example to illustrate the ISA process.
Mr. Shum drafted a chapter on radiation protection. I am requesting his assistance to help focus a contractor's effort to review, comment and finalize the radiation protection chapter.
