SUBJECT:

COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 AND 50-446 DEFECTIVE FIRE STOP INSTALLATIONS SDAR: CP-86-34 (FINAL REPORT)

Dear Mr. Johnson:

On May 1,1986, we verbally notified your Mr. T. F. Westerman of a deficiency where we may have exceeded the design temperature of the unexposed surface for several fire seal designs during an ASTM E-119 fire test. We have submitted interim reports logged TXX-4834 and TXX-4881, dated May 30, 1986, and June 27, 1986, respectively. We received an extension from your Mr. T. Westerman until August 22, 1986.

Evaluation of the test data shows that the seal in question was tested in accordance with ASTM E-119 criteria and was found to be acceptable.

Furthermore, the fire protection design matrix has been upgraded by the fire seal supplier (BISCO). A new fire test was added to further verify that the fire seal in question was acceptable. Therefore, we have concluded that this specific issue is not reportable under the provisions of 10CFR50.55(e).

Records supporting this determination are available for your inspectors to review at the CPSES site.

Very truly yours, h

hil W. G. Counsil d
