SUMMARY

This document demonstrates that polyethylene (PE) insulated and polyvinyl ohtoride (PVC) Jacketed cables are qualified for use outside containment at Big Rock Point Nuclear Power Plant (BRP). This demonstration is based upon Wyle test reports for TVA on 12 PE/PVC cables manufactured by the Plastic Wire and Cable Corporation and is supplemented by IEEE Standard 323-1974 and IEEE Standard 383-1974 type testa performed on 5 types of simBar PE insulated cable.

The worst-oese socident requirements for the PE/PVC cable installed in the applicable outside containment areas are described below.

  • Netet Based on Consumers Power Company's EA-EEQ-85-4, heat rise is negligible The results of various oable tests are applicable to the PE/PVC cable identified in this report because of the engineering specifloations to whleh these cables were purchased, the vendor oortinostions provided with the purchasing records, and the simuarity analyse provided herein.

BRP has purchased these cables to engineering specinostions which require the vendors to provide cable that meet IPCEA speoinoations. Records of tests and certinostions demonstrate compliance to thee speoinostions. This assures a premium omble. The resultant tensue and elongation properties are required to meet specified levels.

Additionally, IEEE standard tests have documented testing of simuar PE/PVC cable. The peak oonetions were more severe than the BRP's outalde containment requirements and ranged from 2360F to 3350F, 8.4 psig to 57 psig, and up to 1.4E8 re4.

A deta!!ed materials analysis is included whleh shows that the engineering spoolnestions, subsequent rooors of tests and certinostions provide evidence that all PE insulated cables included herein have the requisite capabilities and are thus quallned for use outside containment at BRP.

1.0 FURPOSE The purpose of this report is to document the DOR Guiddines accident quellSostion of Class 1E polyethylene (PE) insulated and polyvinyl chloride (PVC)

Jacketed electrical cable for use outside containment at Consumets Power

1 Company's Big Rock Point Nuclear Power Plant.

3.0 CABLE IDENTIFICATION

~

The cable covered by this report were required to conform to IPCEA SpeciSostion 5-61-402. The cable supplied had thicknessa of 20 to 22.5 mils PE insulation and 10 to 80 mils of PVC jeoket, dependent on cable size. The 1

table below lists the Bechtel purchase order number, item number in the purchase order, certinostion y record of test date, and any applicable comments.

Copia of the Bechtel purchase orders, records of tests, and certinoates of compliance are included in Attachment 1.

" Nuclear Environmental Qualification Tat Program on Sequoyah Nuclear Power Station Contro1 Equipment and Cable for TVA," dated January 6,1984.

The applicable BRP quellfloation program file contains the above report which documents testing on 4 specimens of No.14 AWG, 2-oonductor,0.020" PE/0.010" PVC/0.045" PVC cable manufactured by the Plastic Wire and Cable Corporation.

The cable is rated for 600 volta at 19 amperes maximum and has a maximum conductor temperstwo of 750C. All specimens were irradated and thermally aged as foRows:

2.2 14.73 5.50E5 110/4000 3.2 40 1.10E6 120/4509 Items 1.2 and 2.2 were backup specimens for Item 3.2 and were not subjected to any accident simulation. Item 3.2 was subjected to Phee I accident profile in Figure 1, while Item 4.2 was subjected to Phase II accident profue in Figure 2.

Because Phase I accident conditions were more severe than Phee H conditions, Phase I accident testing with the peak temperature of 3380F win be used to qualify the PE/PVC emble.

Item 3.2 was powered with 528 YAC throughout the PhaseI accident testing. At the 18-minute point into the testing, the current in the cable increased from 16.77 amps to 31.6 amps exceedng the +10% acceptanee criterion. The current was a4usted back to 18 amps where it remained for the duration of the test.

Post-seeldent insulation resistance tats taken with the cable inside the chamber revealed a short between the two conductors. Upon removal from the chamber it was discovered that the two screws connectingItem 3.2 and the hookup wire were making contact with each other where the two indvidual conductor Rayehem sleeves split during the socident testing. The circuit current increase was a roult of this short circuit. After the defective splice were removed, insulation resistanee and high potential tests with the cable submerged in water demonstrated that the cable retained a high degree of integrity (less than 1 milliamp leakage current with 2500 VAC applied). Since the Raychem splices are not test specimens, it is judged that the 40-year PE/PVC cable specimen (Item 3.2) would not fall to perform its safety function during the accident conditions.

Therefore, the first 15 minutes of the test is being used to allow the atmosphere inside the conduit and junction box to come into equilibrium with the test chamber atmosphere. The 18 psig presure will accelerate this equilibration l

process. The remaining 26.25 hours2.893519e-4 days <br />0.00694 hours <br />4.133598e-5 weeks <br />9.5125e-6 months <br /> of the test profile envelops the outside containment BRP accident requirement with a 29% margin. Moreover, the first 1000 hours0.0116 days <br />0.278 hours <br />0.00165 weeks <br />3.805e-4 months <br /> of aging at 1200C is sufficient to quahiy the PE/PVC cables for 842 years at a service temperature of 1000F. The remaining 3509 hours0.0406 days <br />0.975 hours <br />0.0058 weeks <br />0.00134 months <br /> of aging at j

1200C (2480F) envelops the accident requirements with a 61,000% margin.

for the detailed calculations. The capability of the cable to operate in 100% RH was demonstrated by the LOCA test. It should be noted that humidty is not a degradng factor, it only plays a secondary role in a l

possible failure by providng a dreet pathway to ground.

This test data shows that the PE/PVC cable has been tested to conditions j

exceedng the BRP's accident requirements for outside containment. Therefore, it is concluded that the PE/PVC covered by this report are qualified for their 1

j Class 1E function at BRP.

Wyle has provided summary and checklist sheets for this report in Attachment 2.

4.2 Wyle Report No.17501-1

" Nuclear Environmental Qualification Tat Program on Four Sets of Polyethylene / Polyvinyl Chloride Insulated Control Cable for TVA," dated March l

12, 1982.

The applicable BRP qualification program file contains the above report which

documents testing on 4 sets (total of 8 embles) of PE/PVC cables. These cables were identical to the cables described previously in Paragraph 4.1. The table

The continuity, insulation resistance, and dielectric withstand (each 480, 960, and 2400 VAC for 5 minutes) tests were performed after the accident radiation exposure whne the cables still remained in cable trays. All cable specimens i

successfully met the acceptance criteria.

Since the above qualified radiation levels are much higher than the radiation requirement of 2.02E5 rads, it is concluded that the PE/PVC cables will perform their Class 1E outside containment function.

5.0 N.ARFfY ANALYSE (Continued) 5.2 Material Composition Simnarity Most additives increase the cost of the compound and therefore are controlled to the minimum quantity that produces the desired effects. The following section,

discusses the use and effects of the various types of additives. The disetssion is based on information in the Modern Plastics Encyclopedia and Elastomers Edition 2, a desk top data bank.

o Antioxidants / Stabilizers are used to inhibit oxidative degradation during processing and life. Normally barium / lead soaps would be used. If too little were used, the cable would not pass the IPCEA aging requirements.

o Colorants PE insulation is usually black which is obtained with carbon black. See the discussion of carbon black under UV stabilizers.

o External Lubricants are used to prevent the compound from sticking to the extrusion dies. Since it is applied to the outer surface of the insulation, it.

does not affect the long or short term performance of the cable.

o Pillers/ Extenders There must be a controued balance between the amount of filler and plasticizer to obtain the necessary physical and electrical properties.

Therefore, the IPCEA specification serves as a functional control on the composition of the cable, o

Flame Retardants. always increase cost and reduce physical properties or processabuity. Therefore, their use is kept to the minimum necessary to meet all the required properties.

o Plasticizers are added to PE cable compounds to improve processabuity and to impart flexibility to the extruded insulation. Again the IPCEA specification serves as a functional control on the composition of the cable.

o UV Stabnizers are not needed for the insulation in a jacketed cable.

However, carbon black which is frequently added as a colorant is also an excellent UV absorber.

Less than 3% would be suitable for outdoor exposure. If too much carbon black were used, the physical properties would be degraded and the cables would not meet theIPCEA specification.

o Unused Additives The following additives are not used in extruded PE insulated cables: antiblock or slip agents, antistatic agents, biodegradable additives, blowing agents, cross-linking agents, heat stabnizers, impact modifiers,internallubricants, and photodegradable additives, e

i Report No. 48818-02 Page No. 7 5.0 sturLABFrY ANALYSB (Continued) 5,3 Canelusions of Simnarity Analysis The discussion in Section 5.1 has shown that PE/PVC cables manufactured to IPCEA S-61-402 are required to meet certain minimum performance requirements after high temperature exposure. From the discussion in Section 5.2, it is judged that the relatively minor compositional changes from manufacturer to manufacturer will have no appreciable effect on the performance of PE/PVC cables. Therefore, it is concluded that the test results on the tested caNas apply to the PE/PVC cables installed in the BRP plant and that these cables are qualified to perform their Class IE accident functions outside of containment.

8,0 IEEE 323/383 ACCIDENTTESTING In addition to the Wyle qualification reports addressed in Paragraphs 4.1 and 4.2, PE/PVC cables have been qualified to IEEE 323 and/or IEEE 383 standards.

, summarizes proprietary IEEE test data contained in Wyle's Data Bank on 5 types of similar PE/PVC cables manufactured by dfferent manufacturers. These tests include various combinations of aging, radiation, and steam exposures which are more severe than the postulated BRP accident for outside containment. The peak conditions ranged from 2360F to 3350F,8.4 psig to 57 psig, and up to 1.6E8 ra<b.

Therefore, based on the test data presented in Attachment 4, it is jucted that the PE/PVC cables covered by this report are qualified for their Class 1E fimetion in the BRP's outside containment areas.

7.0 PERFORMANCP.

In order for power and control cables to perform their ' Class 1E accident i

function, it is only necessary that they are able to maintain ydtage and current flow. The cable specimen in Paragraph 4.1 was powered with 528 VAC/18 amps.

The cables in Paragraph 4.2, after the accident exposure, were successfully subjected to dielectrie withstand tests for 5 minutes sequentially each at 480, 960, and 2400 VAC. The cables in Paragraph 6.0 were powered with vdtage and current values specified in Attachment 4. In all the cable tests discussed, the cables dd maintain ydtage and current during their accident tests. Therefore, it is jutted that the PE/PVC cables covered by this report are qualified to maintain ydtage and current flow during the postulated accident conditions outside of containment at BRP.

9.0 CONCLUSION

S It has been demonstrated that similar PE/PVC cables were aged, irradiated and

then successfully subjected to accident tests which were m_ ore severe than the BRP accident requirements for outside containment areas. All the cables did maintain voltage and current flow during the accident tests.

It has been concluded that the relatively minor compositional changes from f

manufacturer to manufacturer of IPCEA S-61-402 cable will have no significant effect on the performance of PE imulated and PVC jacketed cable.

Therefore,it is judged that the results on the tested cables apply to the PE/PVC cables imtalled in the BRP plant and that these cables are qualified to perform their Class 1E accident function in the BRP's outside containment areas.
