ASSEM81.Y I.IFT0FF, SPECIFIC DATA - TGX FUEL ASSEMBLY FORCES" - CAW-86-056 - SOUTH TEXAS PROJECT, UNITS 1 AND 2 By Houston I.ighting and Power Company letter, dated July 25, 1986 and Westinghouse letter and affidavit, dated July 14, 1986 and March 20, 1978, respectively you submitted " Supplemental Information Relative to Momentary Fuel Assembly liftoff, Specific Data - TGX Fuel Assembly Forces" and requested that it be withheld from public disclosure pursuant to 10 CFR 2.790.
You stated that the submitted infomation should be considered exempt from mandatory public disclosure for the following reason:
The information submitted supplements that originally prepared for and presented to the NRC in a meeting on March 21, 1978 concerning the Westinghouse optimized fuel assembly. Release of this information would jeopardize the competitive status of Westinghouse. Plans and programs developed by Westinghouse over several years would be compromised by release of this information 16 the public and cause substantial monetary ham.
Release of the information would allow a competitor to use programs funded and developed by Westinghouse without commensurate time, money and labor, thereby jeopardizing the competitive status of Westinghouse.
We have determined that the " Supplemental Information Relative to Momentary Fuel Assembly t.iftoff, Specific Data - TGX Fuel Assembly Forces," marked as proprietary, should be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5), and Section 103(b) of the Atomic Energy Act of 1954, as amended.
A non-proprietary version of this supplemental information was submitted and has been placed in the NRC's Public Document Rooms.
We, therefore, approve your request for withholding pursuant to 10,' CFR 2.790, and are withholding the subject document from public inspection af propfietary.

If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, insure that the consultants have signed the appropriate agreements for handling proprietary information.
If the basis for withholding this information from public inspection should change in the future such that the information could then be made available for public inspection, you should promptly notify the NRC. You should also understand that the NRC may have cause to review this determination in the future, such as if the scope of a Freedom of Information Act request includes your information.
In all review situations, if the NRC needs additional information from you or makes a determination adverse to the above, you will be notified in advance of any public disclosure.
