L SPECIAL REPORT 87-14 INOPERABLE SEISMIC MONITORING INSTRUMENTATION This report is being generated in accordance with Technical Specification (T/S) 3.3.3.3 Action (a) which states "with one or more of the above seismic monitoring instruments inoperable for more than 30 days, prepare.and submit a Special Report to the Commission pursuant to Specification 6.9.2 within the next 10 days outlining the cause of the malfunction and the plans for restoring the instrument (s) to OPERABLE status."

At 0137 on 10/10/87, the Free Field Seismic Sensor was made inoperable as the result of a lightning strike. The strike induced a voltage surge in the power cable to the sensor resulting in sensor electrical damage. At the time of the event the plant was in Mode 6, Refueling, 0% reactor power.

On 10/10/87, a work request was initiated to troubleshoot, rework, replace and/or calibrate the Free Field Seismic Sensor. Troubleshooting failed to identify the. exact damage sustained by the sensor and as a result it was removed from the system and sent to the vendor, Terra Technology Corporation, for repair. The spare sensor in stock was being repaired by the sensor vendor. Therefore no replacement sensor was available at the time of.

the event.-

Following receipt of the repaired sensor from the vendor, the Seismic Monitoring Instrumentation System will be restored to operable status.

Expected date of system restoration is 11/30/87.
