Dear Director Ferkile:
Enclosed is an application (XSOU8798/11), dated October 31, 2023, received by the U.S.
Nuclear Regulatory Commission, from RSB Logistics, requesting to amend export license XSOU8798/10. The license currently authorizes the export a cumulative total of 12,000,000 kilograms of natural uranium in the form of uranium ore concentrate (U-3O8) to Canada for conversion. The uranium authorized for export is to be converted and returned to the United States. Canada must obtain U.S. prior approval before the material is re-transferred.
The purpose of the amendment is to add eCore Energy as a U.S. Party(ies) to the Export.
The NRC will perform an internal review. The NRC intends to issue the requested license after the 30-day time period allotted for public review has expired, and it is determined that the applicable export license criteria are met.
