Enclosed is an application (XSNM3825/01), accepted by the U.S. Nuclear Regulatory Commission on November 7, 2023, from Westinghouse Electric Company, LLC. The application requests to amend the export license XSNM3825 that authorizes the export of low-enriched uranium to Westinghouse Springfields Fuels Ltd., in the United Kingdom (UK) for fuel fabrication. This amendment increases the uranium (U) content from 15 kgs to 45 kgs and the U-235 content from 1.5 kgs to 4.5 kgs with an enrichment level not to exceed 10%. Part of the enriched fabricated fuel will be subsequently returned to the United States for use in nuclear power reactors and the remaining fuel will be down blended and used in civilian nuclear reactors within the UK and/or EURATOM member countries.

Before acting on this amendment application, we request your assistance in obtaining the necessary assurances from the UK and/or EURATOM that the material will be subject to all the terms and conditions of the agreements for cooperation.

Please note that the dollar amount and the intermediate and ultimate foreign consignees in the application are proprietary information. The NRC will not include this information in the public records and requests that the Executive Branch agencies protect it as well.
