According to the September 2022 Environmental Report for the facility, TRISO-X FFF manufacturing operations consist of receiving HALEU in the form of triuranium octoxide (U3O8) powder enriched to less than 20 weight percent 235U; converting the U3O8 into a uranyl nitrate solution, into gel spheres, and then into fuel kernels; and processing the fuel kernels through coating, overcoating, fuel form pressing, and high temperature carbonization. These operations are supported by shipping and receiving, laboratory, quality control, research and development, uranium recovery, and waste disposal processes. (Section 1.3).

This form of enriched uranium not now produced in the U.S., which means a very detailed and explicit EIS is required. Assuming HALEU is made by conversion from uranium hexafluoride to triuranium octoxide powder, identify the uranium source, any backup sources, and any potential health and environmental impacts from mining, mining waste disposal, materials transport to facility, conversion, processing, storage, waste transport and disposal, and finished product transport and use. Also identify specific procedures and materials used to eliminate negative impacts on workers, their families, and nearby facilities and communities, including those through which materials will be transported, and to ensure security of the materials at all phases. State whether or not criticality is an issue at any point and if so, how it will be addressed. Specify procedures/safeguards to address power loss, prevent and address fires, address radioactive or chemical releases into the atmosphere and/or groundwater, and guard against direct terrorist attacks or other assaults against the facility. Identify the stages that could jeopardize human health or safety should there be a total loss of power onsite. Identify TRISO-X, LLC's response and physical and financial ability to address a major accident or other catastrophe. Identify the safety and quality assurance plans for physical plant and processing, who will be responsible and how they will operate. Describe the air and water monitoring plan for radioactive and chemical contamination.
