HI-STORM UMAX Amendment 3 Only one change - to include the 24PT1 canister as an allowable canister for use in the HI-STORM UMAX System Originally submitted in 2016 Staggered rounds of RAIs Resolved a number of issues Very limited number of questions outstanding Withdrawn earlier this year to address remaining questions Plan to resubmit Sept 2023 www.holtec.com l Page 2

Previously Resolved Questions Incorporation by reference Full specifications of contents and technical specifications contained in proposed App C and D of the application Every FSAR chapter contains a table with specific references to publicly available information and a discussion of how the information still applies to storage in the HI-STORM UMAX Structural Analysis of Cask Handling Apparatus (CHA)

Questions were asked about the lifting and sliding of the CHA and canister Calculation packages provided and question resolved Fuel Condition Staff question on structural loading on fuel within the canister While fuel is not credited as confinement, information was provided on previously NRC certified g-loads on fuel and compared to g-loads within HI-STORM UMAX to resolve the concern www.holtec.com l Page 3

Previously Resolved Questions Requirement for inspection after drop NUHOMS CoC has a requirement for inspection after a drop HI-STORM UMAX basis is that drops are non-credible Thermal Analysis There were a number of RSIs / RAIs relating to the thermal evaluation of the 24PT1 canister in the HI-STORM UMAX Details are proprietary, but Holtec understands these are all resolved and no further thermal questions are expected Drawing / Manufacturing Questions RAI process included a number of questions on welds and manufacturing specifics on the proprietary drawings Holtec understands that these have been resolved, and no further drawing/manufacturing questions are expected www.holtec.com l Page 4

Previously Resolved Questions Structural / Operational Questions RAIs also included a number of questions related to the handling operations and structural qualification of that equipment Current understanding is that all those concerns are resolved and no futher questions are expected Holtec plans to submit proposed CoC and FSAR that are the same in all of these areas as the previous submittal Only changes will be related to the following open items Holtec understanding is that new review will focus on the open items www.holtec.com l Page 5

Request for information on NUHOMS transfer cask Holtec will include fabrication, inspection, test, and maintenance program for the NUHOMS transfer equipment - based on currently approved, publicly available information

Need safety classification for all transfer equipment Holtec will provide ITS category for NUHOMS components, mating collar, and tilting frame Public Meeting Issue #1 Clearly defined boundary Holtec will update CoC to clarify that another licensed component is a system specifically licensed for acceptance of the 24PT1 canister www.holtec.com l Page 6

Structural Open Items RAI - 6 Incorrect interpretation of original question, will update drawing RAI - 15 The seismic analysis/modelling approach used for the 24PT1-DSC is the same as what was used in the original certification of the UMAX system Two seismic components are used as input: vertical component and net horizontal component (SRSS of two orthogonal directions)

Analysis details to be discussed in proprietary session RAI - 16 Details of top seismic restraint assembly (TSRA) and divider shell appurtenance assembly (DSAA) to be discussed in proprietary session Analysis in conjunction with RAI-15 www.holtec.com l Page 7

Criticality Open Item RAI 21 and 23 are clear that the staff expects to see analysis of the flooded canister Holtec will change approach and evaluate canister and basket under wet conditions Same methodology as in HI-STORM FW (HI-STORM UMAX just incorporates FW by reference) www.holtec.com l Page 8
