! OMAHA PUBLIC POWER DISTRICT NOTICE OF ISSUANCE OF AMENOMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendment No. 42 to Facility Operating License No. DPR-40, issued to Or:aha Public Power District (the licensee), which revised the license for operation of the Fort Calhoun Station, Unit No.1 (the facility),
! located in Washington County, Nebraska. The amendment becomes effective on February 23, 1979.
1 The amendment adds a license condition to include the Comission-approved physical security plan as part of the license.
The licensee's filings comply with the standards and requirements of the Atomic Energy Act of 1954, as arnended (the Act), and the Comission's i
rules and regulations. The Comission has inade appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.

i The Comission has detemined that the issuance of this amendment will not result in any significant environmental impact' and that pursuant to 10 CFR 551.5(d)(4) an environmeidal impact statement, negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
The licensee's. filing dated April 7,1978, revised July 31, 1978, and the Comission's Security Plan Evaluation Report are proprietary information and are being withheld from public disclosure pursuant to 10CFR2.790(d). The withheld infornation is subject to disclosure in accordance with the provisions of 10 CFR 59.12.
For furtherdetails with respect to this action, see (1) Amendment No. 42 to License No. OpR-40 and (2) the Comission's related letter to the licensee dated November 30, 1978 . These items are available for public inspection at the Comission's Public Document Room,1717
