OF JANUARY 19, 2023, MEETING WITH WESTINGHOUSE ELECTRIC COMPANY LLC

Background

On January 19, 2023, an Observation Public Meeting was held by teleconference between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives from Westinghouse Electric Company LLC (Westinghouse) to discuss a pending amendment request for the Model No. Traveller STD and XL packages. This pre-application meeting was noticed on January 10, 2023 Agencywide Documents Access and Management System (ADAMS)

Accession No. ML23010A156).

The meeting attendance list is provided as Enclosure No. 1.

Discussion Westinghouse requested this meeting to advise staff of an amendment request for its Model No.

Traveller STD and XL packages (Docket No. 71-9380) that would be submitted as early as Friday January 20 or no later than Monday January 23, 2023.

The amendment request will include revised licensing drawings to correct typographical error in the current drawings and safety-related part lists related to the top axial restraint component materials. Westinghouse self-identified this error and clarified, in response to staffs questions, that the components, and thus the package as a whole, were designed and fabricated to the correct material requirements, as previously reviewed and approved by the NRC staff.

The applicant explained that the submittal of a revised application (SAR Rev. 3) along with revised drawings did not introduce any change in the actual design, fabrication, or safety performance of the package.

J. Zimmerman 2 The applicant presented proprietary pictures, as well as the drawings of the internals of the package, to show where the materials, i.e., rubber pad, stainless steel, and T6 Aluminum were located and where they were incorrectly identified on the Bill of Material.

To meet a first of a kind accident tolerant fuel, high enrichment lead test assembly delivery from the Westinghouse UK fuel fabrication facility to a U.S. reactor in July 2023, Westinghouse requested an expedited review by the NRC staff to allow for subsequent expedited Competent Authority (UK, Netherlands, Canada) revalidations.

The NRC staff assured Westinghouse that this amendment request will receive the highest priority. No regulatory commitments were made during this meeting.
