Dear Director Ferkile:
Enclosed is an application (XSOU8798/10), dated November 23, 2022, received by the U.S.
Nuclear Regulatory Commission, from RSB Logistics, requesting to amend export license XSOU8798/09. The license currently authorizes the export a cumulative total of 12,000,000 kilograms of natural uranium in the form of uranium ore concentrate (U-308) to Canada for conversion. The uranium authorized for export is to be converted and returned to the United States. Canada must obtain U.S. prior approval before the material is re-transferred.
The purpose of the amendment is to: 1) update the Licensees address to RSB Logistics, 3845 Industrial Drive, Paducah, KY 42001 and 3) extend the date of expiration on the license from December 31, 2022, to December 31, 2023.
Assurances from Canada that the material will be subject to all terms and conditions of an agreement for cooperation are required. Your assistance in obtaining the necessary assurances is appreciated. Please note that additional foreign obligations are Canadian, obligated materials are authorized.
