This prohibition must include all radioactive and non radioactive materials.

Shipments on Lake Michigan are not acceptable. Period.

Building a port at Palisades on Lake Michigan is not acceptable.

Independent radiological monitoring must be logged and accessible for Public review in real time.

Radiological plumes must be identified, monitored and remediated.

On November 3, 2022 the NRC held a Webinar on "Discrete Radioactive Particles" It became evident as the workshop progressed that the term "Discrete Radioactive Particles" is a euphemism for extremely radioactively hot particles that had been left behind after the decommissioning process had been completed. This has been particularly problematic at Vermont Yankee, Zion, La Crosse decommissioning and is now seen as endemic throughout reactor decommissioning sites. At Zion and La Crosse decommissioning sites licensing transfers can not be concluded because these "Discrete Radioactive Particles" exceed NRC regulations for radioactivity. These "Discrete Radioactive Particles" are major cost drivers in decommissioning.

The PSDAR at Palisades does not adequately assess the cost associated with this now emerging industry wide problem of "Discrete Radioactive Particles".

Please do not allow the Decommissioning Trust Fund to be raided / looted / spent down by providing exemption for purposes not prescribed by NRC regulation. If money is spent, work must be performed and verified.
