AFFIDAVIT i

I, David H. Smith, being first culy sworn, do cepose anc state:

I am employed by Commonwealth Edison Company as Nuclear Licensing Administrator for Braidwood Station. My responsicilities incluce the preparation ano filing of information required by the NRC to issue a license to operate the Braidwooo Station.

In that capacity, on June 10, 1985, I submitted Amencment 7 to the Braidwood Environmental Report - Operating License Stage (ER-OL). In part, this amendment modified the description of one of the transmission lines and its right-of-way emanating from the Braidwood site. The description was changed to remove mention of a future 765KV transmission line from the right-of-way.

In 1973, when Commonwealth Edison Company originally appliec for a Construction Permit to builo Braidwooo Station Units i ano 2, it submitted an Environmental Report (ER-CP) which mentioned a 765KV line to be built in the future. At tnat time, loac gro.tn in tne Company's service territory was high enough to make this line a prudent addition, although the Company dio not plan te builo the line to deliver power from Braidwood Units 1 and 2. Tne line .as plannec to support additional generating units to be built later in the vicinity of Draidwood.

In 1978, when-the ER-OL was submitted, load growth projections had decreased, but not to the' dramatic extent they have since then.- It'was felt appropriate, therefore, to continue to show

the future 765KV line parallel to one of the 345KV lines terminating at Braidwood. Today, conditions have changed so that the need for the line is subject to considerable doubt, and in any event, would arise at a date far into the future. Therefore, we have changed the ER-OL to remove the implication that the 765KV line was planned in support of Braidwood Units 1 and 2. No such plan has ever existed.

These facts make review of the environmental impact of the future 765KV line inappropriate in connection with Braidwood Units 1 and 2.
