In response to your letter of September 19, 1985 and our telephone discussion of it, it appears that the proposed actions to resolve NRC coements and revise your topical report are generally sound.
Our remaining concerns center on the success of your implementation of the NUTECH Action Plan briefly outlined in your letter.
The only comments we can offer in this area are as follows. With respect to the ACI code, good documentation and a solid justifica- ,
tion, perhaps buttressed, as feasible, by actions to be followed under the proposed in-senice inspection progra'n are recommended.
With respect to the criticality and shielding analyses, it is clear that a significant effort is ner:ded, particularly to complete the analyses and resubmit a revised topical report by the dated proposed in your letter. Hovember 1,1985. Finally, with respect to the in-seWice inspection program proposed, it is suggested that each new concrete module and canister be examined after its first full year of seWice.
