REVIEW 0F THE PULSTAR NUCLEAR REACTOR EMERGENCY PLAN (TAC NO. 97248) {
In response to your request, the Emergcncy Preparedness and Environmental Health Physics Section (EP&EHP) has completed a review of Revision 4 of the Pulstar Nuclear Reactor emergency plan dated September 17, 1996. The plan was submitted in a letter dated November 6, 1996 from Pedro B. Perez, Associated :
Director, Nuclear Reactor Program, North Carolina State University. The !
licensee has stated in the letter that they have made a determination that the changes in Revision 4 did not decrears the overall effectiveness of their
- emergency plan, and that. it continues to meet the requirements of Appendix E to part 50.
This revision incorporates terminology changes related to wording in the EAL l table, the training of Mspital personnel, and a name change of the supporting ;
hospital.
- l The 50.54 Tan Group is looking into.'the question of handling, evaluating, and responding to_50.54 changes.: The Group has recommended certain language to be included in the response to a licensee. < Accordingly, the following language to be included in the letter to W licensee: .
' Based on your determination that the changes do not decrease the overall '

requirements of Appendix E to.part 50,' NRC approval is not required.
Our initial review of these changes

This revision incorporates terminology changes related to wording in the EAL table, the training of hospital personnel, and a name change of the supporting hospital.
The 50.54 Task Croup is looking into the question of handling, evaluating, and responding to 50.54 changes. The Group has recommended certain language to be included in the response to a licensee. Accordingly, the following language 4
to be included in the letter to the licensee:
Based on your deterninstion that the changes do not decrease the overall effectiveness of your energency plan, and that it continues to meet the requirements of Appendix E to part 50, NRC approval is not required.
Our initial review of the<e changes indicates then to be in acconiance with 10 CFR 50.54(q). Implementation of these changes will be subject to inspection to confirm that they did not decrease the overall effectiveness of your energency plan.
In accordance with 10 CFR 2.790 of the Connission's regulations, a copy of the letter will be placed in the NRC Public Document Room.
