1. NRC must hold a public hearing

2. NRC must require a Supplemental Environmental Impact Statement before the license transfer to HOLTEC International is granted

3. NRC must not grant any waivers or exemptions to HOLTEC that would allow use of Palisades Decommissioning Trust Fund for site restoration of spent nuclear fuel management.
