Dear Mr. Warden:

Enclosed are four export applications (XMAT412/04, XMAT413/04, XMAT423/04, and XMAT437/02), dated September 1, 2021, received by the U.S. Nuclear Regulatory Commission (NRC) from Linde Electronics and Specialty Gases. These purpose of the amendments is to:

  • XMAT412/04: 1) update the point of contact; 2) change the licensee company name from Linde Electronics and Specialty Gases, a Division of Linde Gas North America, LLC to Linde Gas & Equipment Inc. and 3) extend the date of expiration from December 31, 2021 to December 31, 2025. This license currently authorizes export of a cumulative total of 3,000 kilograms of deuterium gas for non-nuclear end use to China.
  • XMAT413/04: 1) update the point of contact; and 2) change the licensee company name from Linde Electronics and Specialty Gases, a Division of Linde Gas North America, LLC to Linde Gas & Equipment Inc. This license authorizes the export of a cumulative total of 1,500 kilograms of deuterium gas for non-nuclear end use to India.
  • XMAT423/04: 1) update the point of contact; and 2) change the licensee company name from Linde Electronics and Specialty Gases, a Division of Linde Gas North America, LLC to Linde Gas & Equipment Inc. This license authorizes the export of a cumulative total of 10,461 kilograms of deuterium gas for non-nuclear end use to Denmark, France, Germany and Italy.
  • XMAT437/02: 1) update the point of contact; 2) change the licensee company name from Linde Electronics and Specialty Gases, a Division of Linde Gas North America, LLC to Linde Gas & Equipment Inc. and 3) extend the date of expiration from December 31, 2021 to December 31, 2025. This license authorizes the export of a cumulative total of 4,275 kilograms of deuterium gas for non-nuclear end use to Israel.

J. Warden 2 As a matter of process, and in accordance with 10 CFR Part 110.82, the applications will be public for 30 days before the NRC takes any action on them. If no dissenting public comments are received, and all applicable legal requirements are satisfied, the NRC will issue the amended license, after the 30-day comment period.
