STATEMENT OF WORK (S0W) FOR LICENSING PROGRAM SUPPORT - ENVIRONMENTAL REVIEW ASSISTANCE FIN A2157-1 B&R 50-19-01-01

1.0 Background

Evaluation of probable or potential environmental impacts is an integral part of the licensing process for uranium fuel cycle facilities. In accordance with Nuclear Regulatory Comission (NRC) regulations, environ-

. nental appraisals or environmental impact statements (EIS) are required to support licensing decisions on new license applications, license renewals, proposed major modifications of facilities, and, in some cases, decomissioning plans for uranium recovery operations, fuel processing and fabrication facilities, and for related types of activities. The NRC's Office of Nuclear Material Safety and Safeguards (NMSS) requires technical assistance in conducting its environmental evaluations of applicant proposals and in the preparation of the associated environ-mental appraisal reports and environmental impact statements (draft and final statements). Argonne National Laboratory (ANL) has provided such assistance in FY79 under NMSS Project A2010-9 and in FY80 under '

, , FIN A2157-0. This project is a continuation of that effort.

2.0 Work Required The perfor1ning organization shall furnish the necessary qualified personnel, facilities, materials and services to comlete the final environmental statement for the Kerr-McGee West Chicago task initiated in FY78 under FIN No. A2010. This will include the resolution of comments received on the draft environmental statement. The target task completion i

date will be during the 4th Quarter of FY81, i 3.0 Reporting Requirements 3.1 Monthly Letter Status Repor_t_

Each month, the perfoming organization shall submit six (6) copies  ;

of a brief letter report which sumarizes: (1) the work perforined during

the previous month; and (3)month; costs: (2)(a)rsonnel during thetime expenditures previous month, (b) during the previous cumulative to i

date (fiscal year and total), and (c) projection by month to cogletion of the' wort effort covered by this statement of wort. The first nonthly  !

report shall provide the initial projection and subsequent reports shall l either indicate revised projections or indicate "no change in the cost projection ." The report shall be due by the 15th of each month with r;

3.2 Pmliminary Draft Environmental Incact Statement (EIS) And Draft EIS The perfoming organization shall submit a pmliminary draft EIS (5 copies) to the IMSS Project Manager concerning the site by January 1,1981. The fomat of the report will follow the outline submitted to NRC by AM. in a letter dated August 13, 1980.

The NMSS Project Manager shall provide written coments to the perfoming organization by February 1,1981. The perfoming organiza-tion shall include these coments in the draft EIS which shall be provided to the NMSS Pmject Manager (50 copies) by March 1,1981.

The project schedule after March 1,1981 cannot yet be determined because of the unknown length of the public coment period and other variables. However, this S0W shall be amended by issuance of an NRC Form 173 before October 31, 1981 to define the remainder of the project schedule. When the schedule is redefined the NMSS PM will furnish coments on the draft EIS to the perfoming organization. Based on these coments, the perfoming organization shall revise the draft and submit the final EIS fifty (50) copies to the NMSS PM and one (1) to the Office of the Dimetor, NMSS (Program Support) not later than one month after coment

Conditions Standard Order for DOE Work).

4.0 Meetings and Travel

The perfoming organization shall meet approximately four times with the NMSS PM to discuss the results of the work. Those meetings shall be of l one day's duration and shall be held at the NRC offices in Silver Spring, Maryland.

5.0 NRC Furnished Material There will be no. NRC furnished material.

6.0 Period of Perfomance Performance under this work order shall commence on October 1,1980 -

and shall. continue through October 31, 1981.

7.0 Technical Direction y, -

Mr. W. A. Nixon (FTS 427-4510) is designated as the NMSS Project Manager

otherwise complete the general scope of work set forth herein. Technical instructions shall not constitute new assignments of work or changes of such a natum as to justify an adjustment in cost of period of perfomance.

Direction for changes in cost or period of performance will be provided by the DOE Operations Office after receipt of an appropriate NRC Fom 173 from the Director of the Office of Nuclear Material Safety and Safeguards (NMSS).

If the DOE perfoming organization receives guidance from the NMSS PM which is believed to be invalid under the criteria cited above, the performing organization shall imediately notify the PMSS PM. If the NMSS PM and the performing organization am not able to resolve the

' question within five days, the perfoming organization shall notify the

. DOE Operations Office.

4 8.0 Disposal of Property Upon completion of a program or temination of a project, a reconciled report will be developed jointly by DOE an'd NRC to record available i equipment and related material purchased with NRC funds. This report should be developed as soon as possible after program completion or termination decision has been made, but not later than sixty (60) days l after work termination date. The report should be submitted to the i Property and Supply Branch, NRC.
