- STATEMENT OF WORK (50W) FOR LICENSING PROGRAM SUPPORT - ENVIRONMENTAL REVIEW ASSISTANCE FIN A2157 BGR S0-19-01-01

1.0 Background

Evaluation of probable or potential environmental impacts is an integral part of the licensing process for uranium fuel cycle facilities. In accordance with Nuclear Regulatory Commission (NRC) regulations, environ-mental appraisals or environmental impact statements (EIS) are required to support licensing decisions on new license applications, license renewals, proposed major modifications of facilities, and, in some cases, decommissioning plans for uranium recovery operations, fuel processing and fabrication facilities, and for related types of activities.. The NRC's Office of Nuclear Material Safety and Safeguards 00!SS) requires technical assistance in conducting its environmental evaluations of applicant proposals and in the preparation of the associated environ-mental appraisal reports and environmental impact sts.tements (draft and final statements). Argonne National Laboratory (ANL) provided such assistance in FY79 under NMSS Project A2010-9 and in FY80, FY81 and FY82 under FIN A2157. This project is a continuation of that effort.

2.0 Work Required The performing organization shall furnish the necessary qualified -

personnel, facilities, materia ~1s and services to complete the final 3.

environmental statement for the Kerr-McGee West Chicago task initiated in FY78 under FIN No. A2010. This will include the resolution of comments received on the draft environmental statement, and the providing of expert testimony for any hearing. The target task completion date will be during the 4th Quarter of FY83.

3.0 Reporting Requirements ,

3.1 Monthly Letter Status Report Each month, the performing organization s. hall submit six-(6) copies of a brief letter report which summarizes: (1) the work performed during -

the previous month; (2) personnel time expenditures during the previous month; and (3) costs: (a) during _the previous month, (b) cumulative to date (fiscal year and total), and (c) projection by month to completion of the work effort covered by this statement of work. The first monthly report shall provide the initial projection and subsequent reports shall either indicate revised projections or indicate "no change in the cost proj ection." The report'shall be due by the 15th of each month with distribution as follows:

3.2 Final Environmental Impact Statement (FES)

A preliminary draft of the FES will be completed and submitted in the first quarter of FY83. Following review by the NMSS staff, the FES will be completed for publication in the second quarter of FY83. The FES will include comments on the DES and appropriate responses to the comments. The FES will be prepared as a NUREG document.

The following number of copies of the required reports shall be fur-nished by the performing organization to the Project Manager:

1. Preliminary Draft FES - Six (6) copies
2. FES - One (1) camera-ready copy Six (6) copies 4.0 Meetings and Travel i The performing organi:ation shall meet approximately four times with the NMSS PM to discuss the results of the work. Those meetings shall be of one day's duration and shall be held at the NRC offices in Silver Spring, Maryland.

5.0 NRC Furnished Material There.will be. no NRC furnished mat.erial.

6.0 Period of Pe rfo'rmance Performance under this work or' der shall commence on October 1, 1982, and shall continue through September 30, 1983. ,

7.0 Technical Direction Mr. W. A. Nixon (FTS 427-4510) is designated as the NMSS Project Manager --

(FM) for the purpose of assuring that the services required under this _ _ _

50W are delivered in accordance herewith. All technical instructions to the DOE performing organi:ation shall be issued through the NMSS PM. As used herein, technical instructions are instructions to the Contractor which provide details, suggest possible lines of inquiry, or otherwise complete the general scope of work set forth herein. Technical instructions shall not constitute new assignments of work or changes of such a nature as to justify an adjustment in cost or period of performance.

Direction for changes in cost or period of performance will be provided by the DOE Operations Office after receipt of an appropriate NRC Form 173 from the Director of the Office of Nuclear Material Safety and Safeguards (NMSS).

If the DOE performing organization receives guidance from the NMSS PM i

which is believed to be invalid under the criteria cited above, the l performing organization shall immediately notify the NMSS PM. If the ,

! .0!SS PM and the performing organization are not able to resolve the question within five days, the performing organization shall notify the DOE Operations Office.

8.0 Disposal of Property i ,

Upon completion of a program or termination of a project, a reconciled

report will be developed jointly by DOE and NRC to record available I equipment and related material purchased with NRC funds. This report should be developed as soon as p u sible after program completion or
termination decision has been made, but not later than sixty (60) days i -

after work termination date. The report should be submitted to the .
