1. Issue: Proper characterization of FEMA Guidance Memorandums (GMs).

Action: GMs are guidance documents and, as such, should allow for Fi.MA consideration and approval of alternative proposals. Messrs.

Sanders aiid Podolak to propose introductory language to this effect.

2. Issue: GM MS-1 "Medical Services" status of compliance.

Action: FEMA requested status reports from its regions, NRC from its licensees. Agencies to exchange status reports and conduct a conference call to discuss this. issue in 30 days.

3. Issue: Ingestion iathway states (10 CFR 50 Appendix E. IV.F.1).

Action: FEMA to provide a list of subject states annotated to identify which states participated in ingestion pathway exercises at other sites.

4. Issue: Status of GMs IN-1. PI-2 and EX-2.

l Action: Ilo action.

! 5. Issue: Distribution of MRC Chernobyl Impilcations Report to states.

Action: Messrs. Sanders and Schwartz to cardinate.

6. Issue: Site specific issues for Pilgrin and Beaver Valley 2.

Action: FEM input to Pilgrim 2.206 petition is targeted for July 15 but not later than August 1. Schedules were established for receipt of Ohio, Pennsylvania and hest Virginia findings for Beaver Valley 2.

7. Issue: Impact of FFE on Zion graded exercise.

Action: Cor. trollers will closely monitor freeplay and control potential interference with graded portion of the exercise.
