Issue:

Better FEMA /NRC Coordination (Particularly Legal)

Action:

Consider including representation from each agency General Counsel at future Steering Committee meetings. Hold regularly scheduled meetin and legal staff)gs among primary participants (program office in ongoing hearings.

Issue:

NRC Proposed Rule on Emergency Preparedness for certain Fuel Cycle Licensees.

Action:

FEMA provided draft comments on the proposed rule. FEMA re-quested data en future site visits / inspections and the required level of effort.

(This request was subsequently relayed to Glen Sjoblom,NRC.)

Issue:

Chernobyl Reports Action:

The timing of the two Chernobyl reports, factual and implica-tions, was discussed. FEMA was given a draf t of the emergency planning section of the implications report.

Site Specific Issues l

Lacrosse, Pilgrim, Shoreham and Indian Point issues were briefly discussed insofar as they related to issues of FEMA l

schedules and resources.

Medical Services Remand Order of January 13,1987 (San Onofre)

Action:

FEMA expressed concern that they were not included in the San Onofre Board's conference call. NRC committed to provide FEMA with a memorandum which will descrik'e the status of the mediqal services remand. ( y,,,o p,,,,'4 d 4r ffrtA ~4/9/67)<

Assessment of Fees Action:

Since NRC believes that it is not appropriate for NRC to assess fees for FEMA, FEMA is looking at alternatives.

NRC Reorganization Action:

FEMA was provided with NRC Announcement No.197 dated December 19, 1980 titled "Reorganization."

9.

Issue:

Public Information Material Action:

FEMA will continue its lead in reviewing and upgrading public information materials and will emphasize the NRC requirements in 10 CFR Part 50, Appendix E, Paragraph IV.D.2. including the requirement for information on radiation. NRC will identify other areas of possible NRC/ FEMA overlap as a first step toward reducing unr.ecessary duplication of review and inspection
