Dear Mr. Ratner:
I am writing concerning your communications with the NRC staff. As you are aware, there are a number of attorneys within NRC involved in various aspects of your concerns. In the past, you have dealt with James Lieberman, Neal Abrams and Edward Shomaker from our headquarters legal staff in addition to myself. Keeping comunications from outside legal coursel focused through the NRC legal staff rather than the technical staff should result in more complete and timely re-sponses to the inquiries of such counsel.
Recently on February 27, 1985 you, by having a third individual who was not an attorney initiate the contact, talked to a member of the NRC Region 11 technical staff concerning information on his NRC responsibilities. This staff member, as he told you he would, reported that conversatior, to N;C o'ficials includinc myself.
I have advised all Region 11 personnel that they should refer any calls fror outside legal counsel to the Regional Counsel and that they are under no obli-gation to speak to outside legal counsel. We would appreciate your directing any further inquiries to NRC employees through the legal offices of this Agency.
