July 28, 2020 Mr. Richard W. Boyle Radioactive Materials Branch U.S. Department of Transportation 1200 New Jersey Avenue SE Washington, D.C. 20590
SUBJECT:
CERTIFICATE OF APPROVAL NO. J/159/AF-96 FOR THE MST-30 PACKAGE
- ACKNOWLEDGEMENT LETTER
Dear Mr. Boyle:
By letter dated June 3, 2020 (Agencywide Documents Access and Management System Accession No. ML20156A074), the U.S. Department of Transportation (DOT) requested that the U.S. Nuclear Regulatory Commission (NRC) staff perform a review of the Japanese Certificate of Competent Authority J/159/AF-96, Rev. 3, for the Model No. MST-30 transport package and make a recommendation concerning the revalidation of the package for import and export use.
The NRC staff performed an acceptance review of your application to determine whether the application contains sufficient technical information in scope and depth to allow the NRC staff to complete a detailed technical review per the International Atomic Energy Agency Specific Safety Requirements No. 6, Regulations for the Safe Transport of Radioactive Material, 2012 Edition.
This letter informs you that the application appears to contain the necessary information to begin our technical review. We have established a schedule for the technical review of your amendment request. The schedule allows for the staff to issue a possible request for additional information by the end of October 2020, and a recommendation on revalidation and safety evaluation report by the end of April 2021, based on DOT responding to a request for additional information by the end of December 2020, presuming a second request for additional information is not needed. If no additional information is needed beyond that already submitted, the recommendation for revalidation and associated safety evaluation report will be issued the end of November 2020. The staff estimates that completing the safety review of this application will require approximately 250 staff hours.
R. Boyle Please reference Docket No. 71-3057 and Enterprise Project Identifier (EPID) No.
