Kraft (Comed), SVP-97-282, to USNRC, uated December 23,1997,"10CFR50, Appendix R" The purpose of this letter is to notify the NRC of a change concerning two commitments made in the referenced documents for Quad Cities Nuclear Power Station. In Reference (a), the station committed to fire watches as compensatory measures for weaknesses in our implementation of Appendix R safe shutdown requirements. In Reference (b;, the station described implementation of a three-person incipient fire Quick Response Team (QR) to provide an immediate response and communication for fire alarms in high vulnerability are.ts.
Reference (a) discussed specific issues concerning multiplc spurious operations and loss of 125 Vdc control power to certain 4 kV switchgear. This discussion included compensatory measures involving once per hour fire watches. Since exact cable routing information was not available, j these fire watches were implemented :n broad areas of the plant where 125 Vdc control power to the 4 kV busses could be potentially subject to fire damage and in the areas where multiple sperious operation of components h id the potential to adversely affect safe shutdown.

The station has now determined the routings of affected cables. As a result we have identified l the specific fire zones within plant fire areas that are susceptible to the 125 Vdc and multiple I spurious operations issues. Therefore, the station has reduced fire watches to monitor only the affected fire zones.
Reference (b) described a change to the dedicated compensatory-measure Quad Cities fire j brigade stafling. In September 1997 we implemented utilization of a five-person dedicated fire l l
brigade as a compensatory measure while the Unit I safe shutdown paths were inoperable. In December 1997 all Unit 1 safe shutdown paths were returned to operable status in accordance with an approved operability evaluation. The operability evaluation described replacement of i the five-person dedicated compensatory-measure fire brigade with the three-person incipient fire QRT.
Operability of the safe shutdown paths has since been established without reliance on the operability evaluation referred to in Reference (b). Also, as part of Quad Cities Fire Protection
