REQUEST FOR STATE DETERMINATION FOR INTERIM ACCEPTANCE OF BITUMEN WASTE FORMS We have received a request from Associated Technologies Incorporated (see enclosure) to permit their client utilities to ship bitumen solidified waste to the low-level radioactive waste disposal facilities. Please contact the States of South Carolina and Washington and request a determination by them regarding interim acceptability of bitumen solidified waste forms, while a Topical Report is under review.

We recommend that interim acceptance be granted with the provision that Class B and C waste forms receive sufficient backfill around the drums of bitumen solidified waste to minimize voids prior to placing additional waste above such wastes. A bitumen waste form without a container will flow if adjacent voids are present and improved backfilling procedures would be necessary to minimize the voids and insure trench stability.

ATI intends to begin solidification operations in January 1986. A prompt determination by the State will be appreciated. Please contact Thomas Jungling (427-4540) or Timothy Johnson (427-4088) f questions arise.
