SOUTH CAROLINA AND WASHINGTON"5 DETEPJ41 NATION FOR INTERIM ACCEPTANCE OF BITUMEN WASTE FORMS On December 4,1985 (enclosed) the Division of Waste Management requested that we contact the States of South Carolina and Washington to request an interim acceptance of bitumen solidified waste forn while the Topical Report is under review.

Your staff recomended interim acceptance of this waste fern if certain adainistrative controls were instituted at the burial site.

Enclosed are the responses from both Washington and South Carolina which questions NRC rationale for this recomended interin. acceptance of bitumen solidified waste.

ATI BITUMEN TOPICAL REPORT We have recently received from Associated Technologies Incorporated (ATI)'a proprietary topical report entitled, " Bitumen as a Radwaste Solidification Agent" as well as a document entitled, " Structural Stability of Bitumenized Waste within the Disposal Site." Copies of both the topical report and the document are enclosed. Please transmit the topical report to the licensing authorities in the States of South Carolina-and Washington requesting their review and comment. The structural stability document is for their information, although coments would be welcomed. The Division'of Waste Management is currently reviewing bot'h documents and is willing to discuss
