SAFETY EVALUATION REPORT, UNC APPLICATION DATED DECEMBER 8, 1986, RE: USE Or FACILITY ADDITIONS

Background

On December 8, 1986, UNC submitted an application for a license amendment to conduct currently licensed operations in three facility additions. By License Condition 9, UNC is limited to authorized activities in existing facilities.

The amendment application was received in response to a Notice of Violation (InspectionNo. 70-371/86-02) issued by NRC Region I.

General One building addition, known as B-Annex, will house operations for the processing and storage of low-level radioactive waste which was previously perfomed in the adjacent area of B-South. B-Annex, which has about 3,000 ft 2 of floor space is attached to the south side of B-Building.

The M-Annex addjtion will be authorized for fuel component storage and has about 10,000 ft of floor space. M-Annex is attached to the east side of M-Building.

TheM-Southadgitionwillbeauthorizedforanoffice/inspectionareaandhas about 1,500 ft of floor space. M-South is attached to the south side of M-Building.

Radiation Safety The activities that will be authorized have been conducted in the existing facilities. Therefore, radiation safety controls from the license will be extended to the new facilities and are adequate.

Nuclear Criticality Safety The nuclear criticality safety controls from the license will be extended to the new facilities and are adequate. Only currently authorized activities will be conducted in the new facilities.

. UNC, Inc. SER 2 Environmental Safety The staff has evaluated the potential environmental impact associated with the proposed action and concluded that there.is no significant environmental im and a Categorical Exclusion is appropriate in accordance with 10 CFR 51.22(pactc)(11).

' Conclusion / Findings The staff concludes that the proposed operations in the facility additions should have no effect on the environment beyond that identified in the Environmental Assessment and the Finding of No Significant. Impact published in the Federal.

Register on February 13, 1985.

The staff has no objection to the operation of the facility additions. Approval of the amendment application is recommended.

The Region I Project Inspector has no objection to this licensing action.
