IMPLEMENTATION OF QUALITY ASSURANCE CRITERIA AND TITLE 10 OF THE CODE OF FEDERAL REGULATIONS 50.59, "CHANGES, TESTS, AND EXPERIMENTS," FOR NUCLEAR POWER PLANT COMPONENTS PRODUCED USING ADVANCED MANUFACTURING TECHNOLOGIES (AMT REGULATORY BASIS DOCUMENT), AND ACTION PLAN, REVISION 1, SUBTASK 2A Revision 1 of the U.S. Nuclear Regulatory Commission (NRC) Action Plan for Advanced Manufacturing Technologies (AMTs), dated June 22, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19333B980), addresses the need for assessments of guidance and other activities to ensure NRC staff preparedness to review AMT applications for the nuclear industry.

R. Felts, et al. Subtask 2A of the AMT Action Plan indicated that the NRC staff would complete its review of the implementation of Section 50.59 of Title 10 of the Code of Federal Regulations (10 CFR),

Changes, tests, and experiments, for changes in the facility that involve the use of components manufactured using an AMT. The completion of this review included the consideration of comments from NRC subject matter experts in the Headquarters program offices and in the Regions. Based on the consideration of these comments, the scope of this review was expanded to address quality assurance (QA) criteria and guidance that are applicable to technical evaluation and procurement of AMT components.

This memorandum transmits for information the enclosed report that documents the staffs generic review of how a change to use an AMT component for a safety-related application could be implemented at a plant in accordance with QA requirements in 10 CFR Part 50, Appendix B, Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants, and in accordance with 10 CFR 50.59. The enclosed document incorporates public comments provided by the Nuclear Energy Institute in its letter dated February 8, 2021 (ADAMS Accession No. ML21050A285). The scope of this document is limited to the review of existing requirements and guidance to address changes in the facility to use AMT components.
