OF JUNE 9, 2021, PUBLIC MEETING (via WEBINAR)
REGARDING NUCLEAR REGULATORY COMMISSION EFFORTS TO MODERNIZE THE FUEL CYCLE AND MATERIALS DECOMMISSIONING INSPECTION PROGRAM On June 9, 2021, the U.S. Nuclear Regulatory Commission (NRC) held an Information Meeting where the NRC staff provided industry representatives, licensees, Agreement States, Tribes, public interest groups, and federal agencies with information regarding NRCs efforts to modernize the Fuel Cycle and Materials Decommissioning Inspection Program.
The webinar was noticed on the NRCs public website on May 14, 2021, and the notice and meeting agenda are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21159A105. During this webinar, NRC staff provided background information on the NRCs Fuel Cycle and Materials Decommissioning Inspection Program Working Groups (WG) plans to update the fuel cycle and materials decommissioning inspection program guidance. The staff explained that the revised program will implement Commission policy regarding risk-informed, performance-based inspections, and will identify and incorporate recent decommissioning guidance and regulatory changes into the inspection program. The staff also noted that the WG plans to develop new and revise current decommissioning inspection procedures (IPs) for materials, complex materials, uranium recovery, and fuel cycle facilities. The revised procedures will provide the inspection staff with the necessary guidance for conducting inspections and will provide external stakeholders with a clear understanding of the NRCs inspection program.

P. Holahan During the presentation, NRC staff also provided planned changes to IMC 2602 incorporating risks by program area (uranium recovery, fuel cycle, complex materials and non-complex materials sites), radiological risks, and implementation of Be riskSMART framework into the NRCs decision making process.
Staff indicated it was not actively soliciting comments toward regulatory decisions at this meeting; however, the public meeting provided stakeholders with the opportunity to ask questions or provide comments to NRC staff on the Fuel Cycle and Materials Decommissioning Inspection Program.
Several stakeholders asked questions or commented about the need for financial assurance for decommissioning sites, coordination with other NRC working groups, external non-state stakeholders comments on draft IPs, revisions to fuel cycle facilities inspection procedure, no-complex, and complex sites conditions, IPs incorporated in Integrated Materials Performance Evaluation Program (IMPEP) review, how potential new technologies could be addressed in decommissioning activities, and if there were any planned changes in the inspection process for low-level waste disposal facilities.
Staff provided clarification comments and questions. The WG is coordinating with other ongoing NRC initiatives and working groups to gain insights. The staff reiterated that the decommissioning inspection procedure for fuel cycle facilities is being updated by the WG.
Stakeholders asked how the IMPEP is integrated with potential new IPs. The revised IPs are a matter of Agreement State compatibility since they are a required program element and are subject to IMPEP review.
