Dear Ms. Garde:

This letter responds to your November 4,1986, appeal of this Agency's denial of portions of documents identified in our September 2E,1986, response to F0lA-86-180.

The Agency has again reviewed the withheld documents and determined that additional portions of previously withheld information should be made available to you. These additional materials are being placed in the NRC Public Document Room located at 1717 H Street, N.W., Washington, DC 20555, in file folder F0!A-86-180 in your name.

With respect to the balance of denied information, I affirm the Agency's initial action in this matter.

The balance of withheld infomation consists of personal privacy and confidential source information (Exemptions 7(C) and 7(D)) contained in an agency law enforcement file. Release of Exemption 7(C) information would constitute an unwarranted invasion of personal privacy, and could subject the individuals involved to harassment, embarrassment and other harm. Further, in applying the balancing test required under Exemption 7(C), the privacy interests of these individuals outweigh any benefit the public might derive from disclosure of the information. See, Department of Air Force v. Rose, 425 U.S. 352, 372-373 (1976). As you are aware, no balancing of interests is required under Exemption 7(D).
