This special report is being submitted in accordance with Technical Specification 3.3.3.8, to inform you that on February 12, 1987 the Unit 2 Containment Fire Protection System was inoperable for longer than 14 days due to an uncompleted calibration procedure. The Procedure **12 THP 6030 IMP.251,' Revision 5 " Containment Fire Detection System Calibration" had not been performed by January 14, 1987, the allowable extension period end date.

The missed calibration was due to a combination of scheduling methodology and personnel error. An investigation is currently in progress and will be reported in accordance with plant administrative procedures.

The calibration procedure was completed on February 12, 1987. The results verified that the Containment Fire Detection System was operable.

During the time period from the date the procedure was required to be performed to the date it was performed, Technical Specification Action Statement 3.3.3.8a was met. Containment air temperature instruments at the elevations listed in Specification 4.6.1.5 are recorded and would have provided an annunciator alarm had the setpoint been exceeded.
