s 2.0 FIRE AREAS 2.1 GENERAL The Fort St. Vrain Nuclear Plant building drawings were examined to identify existing fire areas based upon the current NRC guidelines for fire areas. Also, a physical walk down of the plant was conducted by qualified fire protection engineers. Two approaches were considered in this effort that are dependent upon the current NRC philosophy. One is that Generic Letter 83-33 specifies that all fire areas be bounded by complete 3-hour rated fire barriers with all piping, electrical and HVAC penetrations properly sealed to achieve a 3-hour fire rating. A second is that recent interpretations distributed by the NRC staff at the Appendix R workshops indicated that all boundaries need not be complete 3-hour rated fire barriers, provided they were previously identified and approved by the staff. In the event the non-rated boundaries have not been specifically documented and previously approved in on SER, licensees must perform an evaluation to assess the adequacy of fire boundaries to determine if the boundaries will withstand the fire hazards associated with the area and also protect safe shutdown equipment within the area from a fire outside the area.

Separate fire areas at Fort St. Vrain have been selected as follows:

1) Circulating Water Make-up Pump Building
2) Fire Water Pump House Rooms
3) Building 10
4) ACM Diesel
5) ACM Control Building
6) Turbine Evaporative Cooling Building
7) Service Water Building and Cooling Tower
8) Three Room Control Complex -

-4 credible to postulate a single fire of sufficient magnitude to involve both this area and other plant areas containing safety related equipment. Due to the lack of fire hazards external to the building, the unrated doors are deemed adequate.

This fire area boundary is, therefore, considered adequate as it currently exists.

2.2.2 Fire Water Pumo House Rooms l ,

The fire pump building is located adjacent to the main cooling tower. No other buildings or equipment is located contiguous to the fire pump building. The fire pump building is constructed of reinforced concrete with a 3-hour fire rating.

This building is considered to be divided into two fire areas consisting of the respective Fire Water Pump Rooms.

2.2.3 Buildino 10 Building 10 is located on the east side of the plant, approximately 15 feet from the existing outside walls. It is connected to the control complex via on enclosed walkway. Due to the separation between Building 10 and the outside wall of the plant and the fire rated doors in the connecting walkway, the Building 10 fire area boundary is considered odequate as it is currently designed and installed.

Within Building 10 are several fire areas. Report No. 5 delineates the Building 10 fire areas, area boundaries, and barrier ratings.

2.2.4 ACM Diesel The ACM diesel is located in a remote structure greater than 150 feet east of the turbine evaporative building. The ACM diesel is located in a separate non-rated steel structure. Due to the remote location of the ACM diesel building, its physical separation is considered on adequate fire barrier. The ACM diesel area boundary is considered odequate as it currently exists.

The purpose of the following is to summarize the deficiencies identified as a result of the valve accessibility and operability review. .

1. The following valves require a ladder for access:

Valves PV-22153 and PV-22154 are not accessible; volves fait close, but require opening for shutdown model.

3. Valves FV-2205 and FV-2206 are hydraulic volves, with no local manual control cepobility. These volves fait closed on loss of electrical, and fail-as-is on loss of hydraulic power; open position is required for shutdown model.
