ENCLOSURE 1 NOTICE OF VIOLATION Entergy Operations, Inc. Docket No.: 50-416 Grand Gulf Nuclear Station License No.: NPF-29 During an NRC inspection conducted on July 14-18,1997, one violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG 1600, the violation is listed below:

License Condition 2.E of the licensee's facility operating license requires that the licensee fully implement and maintain in effect the Commission-approved physical security plan, including amendments and changes made pursuant to the authority of 10 CFR 50.54(p).

Part 1 of the licensee's physical security plan, Revision 28 states, in part, " Station Procedures, available at the Station, provide the detailed instructions necessary to implement the Plan."

Paragraph 7.3 of the licensee's physical security plan states, in part, "When an area is ideritified as having less than 0.2 footcandle lighting, an evaluation is performed, documented and compensatory action is taken if necessary (e.g., increase patrols, installation of temporary lighting, etc.)."

Security Section Procedure " Security Patrol Functions", Revision 7, paragraph 6.3.4, Security Liohtino, states, in part, " Office trailers, storage trailers, portable buildings, large vehicles, semitrailers and other structures with an opening underneath that cou!d be used by a human for concealment has lighting undernsath, or the openings are covered to prevent these areas from being used as concealment areas and providing the area does not meet the 0.2 footcandle light level requirement."

Contrary to the above, on July 17,1997, compensatory measures were not irnplemented at two trailers within the protected area where the lighting did not meet the required 0.2 footcandles and openings under the trailers had not been covered to prevent them from being used as concealment areas.

This is a Severity Level IV violation (Supplement 111)(416/9713-01).

The NRC has concluded that information regarding the reason for the violation, the corrective actions taken and planned to correct the violation and prevent recurrence is already adequately addressed on the docket in Inspection Report 97-13. However, you are required to submit a written statement or explanation pursuant to 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or your position, in

2-that case, or if you choose to respond, clearly mark your response as a " Reply to a Notice of Violation," and send it to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region IV,611 Ryan Plaza Drive, Suite 400, Arlington, Texas 76011, and a copy to the NRC  !

Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice).  !
