OF MARCH 20,1998, MEETING BETWEEN THE NRC '

STAFF AND PACIFIC GAS AND ELECTRIC COMPANY REGARCiNG PLANS FOR SPENT FUEL STORAGE AT HUMBOLDT BAY POWER PLANT, UNIT 3 l

On March :20,1998, at 9:40 am, the NRC staff met with representatives from Pacific Gas and Electric Company (PG&E) to discuss their plans for removing spent fuel from the Humboldt Bay spent fuel pool and placing it in an on-site Independent Spent Fuel Storage installation (ISFSI). Attachment 1 to this meeting summary is a list of persons attending the meeting. Attachment 2 provides the view graph slides given to the NRC by PG&E and used during their presentation, and Attachment 3 provides slides used by the NRC. A 4 public notice of the meeting was issued on March 11,1998.

The representatives from PG&E noted that the establishment of an ISFSI was not part of their original decommissioning plans for Humboldt Bay. A review of various decommissioning options indicated that early dismantlement may be the preferred choice, but this option makes ti necessary to build and operate an ISFSI until a permanent storage facility becomes available. PG&E emphasized that the performance of various activities would be based first on the relevant safety considerations. They also noted that a Iccal advisory group is being created to facilitate communications with the public.

The staff provided PG&E insights into its current and potential future workloads resulting from industry-wide ISFSI plans.

Based on these initial discussions, the staff determined at the meeting that the PG&E schedule for seeking NRC approval of their ISFSI plans is reasonable.
