TRIP REPORT / MEETING MINUTES Emilio Garcia and I attended a training session in Lacey, Washington, on June 12, 1986. The training session on " Federal Radiological Emergency Response Plans" was requested by the State of Washington (EFSEC) and coordinated by FEMA. Emilio Garcia gave a one-hour presentation on NRC response. The session agenda is attached as enclosure 1. The training and discussion appeared to be well received. The State and local jurisdictions, as well as licensee representatives (WPPSS and PGE), expressed appreciation and a better comprehension of the federal response. Approximately 45 people attended the session. After the training session, a meeting was held (chaired by myself and Dick Donovan of FEMA Region X) to discuss potential EP issues. The meeting had been previously requested by NRC Region V to take advantage of the assemblage of State and local jurisdictions to discuss any significant outstanding EP issues and to see if any pa'rticular irritants existed in the relationship between the licensees and offsite jurisdictions. Unfortunately, Oregon representatives, who haa been scheduled to attend tae training and meeting, were unable to attend. Only Washington representatives and the licensees were able to attend ~. An attendance sheet of the meeting is attached as enclosure 2. The State / local jurisdictions and licensees both acknowledged good working relationships. No attendees were aware of any significant outstanding EP issues. FEMA stated there had beena ~n issue of the alert notification system for portions of the Columbia River near WNP-2 but that problem now appears to be approaching resolution. The FEMA representative also expressed a concern that the" counties need to continue a strong emphasis on training. He was concerned that exercise findings point toward a need to keep local responders better trained and prepared. An EFSEC representative was concerned with the rising cost of exercises and whether federal funding was available for the counties.
