Chairman Jackson's Vote on SECY 97-207 - Strategic Assessment Direction Setting issue:
Fees (DSI 21) COMSECY-96-065 Reimbursable Business-Like FTE.-
I approve the staffs proposal to request FTE in addition io the OMB-assigned ceiling for activities identified. Recognizing that the FTE's associated with DOE regulation will be funded through the $1.0 million direct appropriation rather than as business-like FTE's, the request in FY 1998 should be for 8 FTE and 5 FTE in FY 1999. The staff should also amend the Commission's budget request to OMB to increase the total FTE's within our ceiling to reflect the 6 FTEs discussed in Peter Rabideau's October 29,1997 memorandum.
I support the staffs recommendation to continue to fund the 18 FTE's in the FY 1998 and FY .
l 1999 budgets for nuclear safety assistance to the countries of the Former Soviet Union (FSU) and Central and Eastern Europe (CEE), in order to comply with agreements currently in place.
To the extent practicable NRC's reimbursable agreements should be modified to be consistent with the Commission's decision on SECY-97-146, to pursue reimbursement from Federal ;
l agencies for full costs of activities that are not a part of it's statutory mission, and for which the NRC has no} received appropriation. Therefore, the staff should promptly take appropriate ,
actions to reopen negotiations on these agreements in order to pursue reimbursement of salary I
and benefit costs associated with NRC's assistance to the FSU and CEE.
