10/8/97 Comnd- toner Diaz' Vote on SECY- 97-207 - Stratmaic Assessment Direction Settirtg issue: Fees (DSI-21) COMSECY-96465 Reimbursable Business-Like FTE I approve the staff's proposal to request additional FTE as shown in the attachment to SECY-97-207 (13 FTE in FY 1998 and 5 FTE in FY 1999) through an addendum to the NRC's September 8,1997 budget request to OMB. This request should clearly state that these FTEs are for reimbursable business-like activities and are separate from, and in addition to, the FTEs the agency has been authorized to carry out its mission-related activities.

Intemphonal Assistance Although NRC's nuclear safety assistance to the FSU and CEE countries contributes to U.S. foreign policy and national security interests, these activities are outside the scope of the NRC's primary public health and safety mission and are not supported by applicable statute. Subsidizing such generally beneficial activities by licensee fee revenues amounts to a special tax on NRC licensees, which is ultimately paid by the ratepayers.  ;

Fvtamal Raanl=+ ion of DOE and Rennlatarv A==i=*=nce to DOE: The provision of resources for these activities, either through reimbursable agreements or within applicable mandating legislation, and exempt from licensee fee revenues, is appropriate. The staff should plan to contint L.ese funding mechanisms for future budgets, and they should serve as a model for providing resources for activities outside the NRC's primary mission area, such as intemational assistance.

General Although budgeting and resource planning are complex issues, the staff should strive in the future to present the issues under consideration, along with the information and logic that j support the recommendations, to the Commission in a clear and timely manner.
