DEFUELED EMERGENCY PLAN REVISION IN ACCORDANCE WITH 10 CFR 50.54(q).

In accordance with 10 CFR 50.54(q), nuclear power reactor licensees may make changes to emergency plans without Commission approval only if the changes do not decrease the effectiveness of the plan, and the plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to this part.

Section 1.1.1, Training of Plant Personnel, has been revised to clarify time requirements and the types of training that are acceptable. Section 1.1.1 now reads as follows:

" Plant personnel assigned emergency responsibilities will receive training every 12 months, +25%, in accordance with plant procedures. Training for these individuals may be obtained through classroom training, self study, problem sets, drill participation, exercise participation or other alternative training".

In addition to Section 1.1.1, the Letters of Agreement were updated. This routine activity resulted in the removal of one Letter of Agreement with the Boyne City Decontamination Facility which is no longer required as a result an exemption to the emergency plan granted by the Nuclear Regulatory Conunission by letter dated September 30,1998.

The plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements A i E to this part.
