SUBJECT:
BRIEFING ON SOUTH AFRICAN URANIUM IMPORTS On Tuesday, May 19, 1987, Steve Kent, GPA/CA, and Marvin Peterson, GPA/IP, briefed Arch Roberts and Pat Dickriede of the staff of the House Comittee on Foreign Affairs regarding NRC policy on South African uranium imports.
The request for a briefing was from Mr. Dickriede, who is new to the staff of the Subcommittee on Africa and responsible for fo.llowing South African.

Topics included (1) the circumstances of the recent.Edlow import, (2) the agency's response, (3) NRC's role in regulating uranium imports, (4) OGC's legal interpretation of the Anti-Apartheid Act and (5) policy options {
available to the Comission. We agreed to keep the Comittee staff I informed of any Commission actions following the Executive Branch briefing.
Mr. Roberts volunteered that there might be a legislative attempt to clarify the meaning of the Act and expressed the view that the House would support a total ban on uranium imports from South Africa, including uranium hexafloride and temporary import for reexport. The exact legislative vehicle for such a fix is uncertain. Primary jurisdiction for legislation affecting imports rests with the Comittee on Ways and Means in the House.
