Topical Report on the Radiological Fuel Qualification Methodology for Dry Storage Systems Pre-Application Meeting March 10, 2021

Purpose of Topical

  • Staff seeks to understand the purpose of the topical

- Define a framework for implementing a method to establish the fuel qualification specifications? Or

- Establish the actual method for determining fuel qualification specifications? Or

- Both?

Framework for Implementation

  • Staff is seeking to understand the following:

- TS and FSAR requirements for defining the method, which aspects are in the topical, which are in FSAR, change process, etc.

- Qualification report, more information on what is in it, when is it to be submitted?

- Performance/acceptance criteria (i.e. dose rate points), should be specified in the Topical Report and fixed for a single cask and for both transfer and storage, and needs to be able to represent the storage system in terms of 10 CFR 72.236(d)

- Consideration for allowable changes to the design (dimensions, materials) and extent of changes that can be made such that representative source and performance/acceptance criteria continue to be applicable

- Listing of the specific demonstration calculations that will be provided using the representative source(s) and the performance/acceptance criteria in terms of 10 CFR 72.236(d)

Topical as a Method

  • Without more explicit definitions and requirements, this topical may not gain the efficiencies sought:

- The topical has guidelines rather than requirements for many aspects of source term and shielding calculations

- If not explicitly defined, upon implementation, staff will need to determine if the FSAR method conforms to topical guidelines

  • Current information is mostly related to source term determination, the staff is seeking to understand information on shielding evaluations:

- Examples are (not limited to): Code/cross sections, tally structure, how various sources are treated/combined (secondary gamma, neutron from sub-critical multiplication, non-fuel hardware), method for calculating overall dose (response function, etc.), fuel representation (explicit or homogenized), material properties, treatment of damaged fuel, etc.

  • The staff is seeking to understand a well-defined area of applicability

- Specific assemblies and fuel characteristics and conditions the method is applicable for, examples: fuel assembly types, non-fuel hardware, axial blankets, assemblies with or without steel replacement rods, overall limitations on burnup/cooling time (e.g., high burn-up fuel) based on method limitations etc.
