Gentlemen:
This refers to the inspection conducted by Messrs. P. H. Harrell and
C. C. Harbuck of this office during the period July 6-10, 1987, of at.tivities
authorized by NRC Operating Licenses DPR-51 and NPF-6 for Arkansas Nuclear One,
Units 1 and 2, and to the discussion of our findings with Mr. J. M. Levine and
other membrs of your staff at the conclusion of the inspection.
Areas examined during the inspection i~cluded
n licensed-operator training and
requalification programs, and the nonlicensed staff training program. Within
these areas, the inspection consisted 0:7 selective examination of procedures and
representative records, interviews with personnel, and observations by the NRC
inspectors. The inspection findings are documentec! in the enclosed inspection
report.
During this inspection, it was found that certain of your activities were
potential violations of NRC requirements. However, since the potential
violations are related to training, they are not cited herein as violations but
are considered to be unresolved items in accordance with the Commission Policy
Statement on Training and Qualification of Nuclear Power Plant Personnel
(50 FR 11147). No response is required; however, your attention to the
unresolved items that have the potential of becoming violations in the future is
warranted. The unresolved items.are identified in paragraph 4 of the enclosed
inspection report.
We have also examined actions you have taken with regard to previously
identified inspection findings. The status of these items is identified in
paragraph 2 of the enclosed report.
Should you have any questions concerning this inspection, we will be pleased to
discuss them with you.
