REVIEW OF NUCLEAR BYPRODUCT MATERIAL RISK SURVEY BY OAS EXECUTIVE COMMITTEE On April 1,1998, the Division of Indus'. rial and Medical Nuclear Safety (IMNS) informed you by memorandum that its nuclear byproduct material risk review working group intended to develop and distribute a survey to Nuclear Regulatory Commission and Agreement State personnel.

That survey would be designed to assist the working group in identification and documentation of a technical basis for a risk-informed approach to nuclear byproduct material regulation and in development of plans for a graded approach to regulation of such material based on risk information. The Office of State Programs (OSP) informed the Agreement States, Ohio, Oklahoma, and Pennsylvania of the pending survey via an All Agreement States Letter dated April 9,1998.

Our April 1,1998, memorandum also indicated that IMNS would provide OSP with a draft of the survey in order that OSP could coordinate review of the survey by the Executive Committee of the Organization of Agreement States (OAS) prior to distribution to the Agreement States. A copy of the survey with a proposed All Agreement States Letter of transmittal has been attached for that purpose. A test of the survey indicated that it takes from 1.5 to 3.0 hours0 days <br />0 hours <br />0 weeks <br />0 months <br /> to complete. We request that OSP coordinate a review of the survey by the OAS Executive Committee that will allow Agreement State respondents to return completed surveys by August 14,1998. An electronic copy of the draft survey will be forwarded to you in order to facilitate distribution. In addition, IMNS is willing to establish a teleconference among the Executive Committee, OSP, and the review group in order to facilitate and expedite receipt of the Committee's views. e co b=
