ADVANCE NOTICE OF PROPOSED:RULENAKING ACCEPTANCE OF PRODUCTS PURCHASED FOR USE IN NUCLEAR POWER PIANT STRJCTUR11S SYSTEMS.AND COMPONENTS SALEM AND HOPE CREEK GENE 2AT:iNG OTATIONS DOCKET NOS. 50-272, 50-311 AND 50-354 The comments.'are submitted in response to the NRC's Advanced Notice for Proposed Rulemaking,.54FR9229, dated March.6, 1989.

The need for' improving procurement practices in the nuclear-industry is' recognized by PSE&G. However, we feel that present regulations are adequate if fully implemented and therefore  ;

further rulemaking is not needed at this time. Further, the following industry initiatives are underway and should be permitted to nrture before deciding to proceed with new rulemaking:

l - NUMARC Nuclear Plant Equipment Procurement Working Group formed in September 1988 to recommend changes in procurement practices for improvement.

EPRI/NCIG issuance of " Guideline for the Utilization of Commercial Grade Items in Nuclear Safety Related Applications" in June 1988.

- ASME Nuclear Quality Assurance Committee approved an L action in April 1989 to consider appropriate revisions to ANSI Standard NQA-1 " Quality Assurance Program Requirements for Nuclear Facilities" to include certain aspects of the evaluation and acceptance of commercial grade items not currently addressed.
